2000 740i Steering Wheel Movement Issue

Originally, when I would start the car or simply turn the key to the first position, the steering wheel would move to my adjusted setting. Now, when I either turn the key to the first position or start the car, the steering wheel does not move to my adjusted setting for apx. 2 minutes. Before it moves, the power steering seams to be "off" as well. Once the wheel moves to my setting, everything is fine.

Does anyone have any idea what would cause the steering wheel and power stearing to take up to two minutes to activate? Very strange.
