GA emissions help

1983, 733i has 350,000 miles and never had catalytic converter changed. Failed emissions.
HCppm, 237reading, 144allowed, failed
Noxppm,2680reading, 1014allowed, failed
CO+CO2, 14.1reading, 6.0minimum

Are these readings too bad for a new catalytic converter to bring into allowable tolerances?

Is there another problem that I don't know about?

The car runs great. I can not believe it tested so badly.

A cat won't fix all of that. Read the following to learn why. You probably need a new cat plus a complete tuneup. And with that mileage, passing the tests might be a problem just due to a worn engine, even if it runs fine.
