Stepper motors and IHKA?

I just got my 200 740i back from the dealer. I needed a new water pump since mine was leaking! I also complained about a clicking noise from behind the dashboard when the heat is on. The receipt shows that "stepper motors behind dash are noisy - stepper motors and IHKA need replacement as BE BULLETIN - This was going to be $1000, so I declined the work. The tech was out when I got there so I have to call on Monday to find out the "Bulletin" #. Is this a common problem? If it is common don't you think BMW should do something about it even for cars which are out of warrantee? (In my case I am out by 1 month and 8k)

I checked on the Technical Sevice Bulletins for my my car and found this:
102. 640498 AUG 98 A/C Vents - Clicking Noises

I'll check on that the next time I bring it in. My A/C also has really poor performance driving slowly or idling.
